Devco managed the design and construction of this facility that is operated by Bay Sulfur Company, a Devco affiliate. By product sulfur from San Francisco Bay area refineries is processed at the facility and stored in an open stockpile with a capacity of up to 50,000 tonnes. The pelletized sulfur is then loaded onto vessels at the Port of Stockton. This plant has operated continuously since 1991 without a failure to lift sulfur from any of its suppliers.

All air emissions points are connected to a scrubbing system for zero emissions and all process and groundwater is recycled, meeting California's strict environmental requirements.
